What is the relationship between a safe state and deadlock?

Correct answer A. A safe state is never deadlocked, but an unsafe state may lead to deadlock without being one yet

Explanation

A state is safe if some order exists in which every process can obtain its maximum needs and finish, so a safe state cannot be deadlocked. An unsafe state only means the OS can no longer guarantee this; deadlock may follow depending on what processes request. Avoidance algorithms such as the Banker's algorithm grant a request only if the resulting state stays safe.
